Could one be telling the other that it's time for his punishment?
He might be saying that he doesn't want to do it be he has to.
Maybe it's after the punishment and he's letting him know he did it because he cares for him.

There are so many ways of looking at this photo....but as usual I don't think the photographer had spanking in mind but it still works on that level as well!
